fix(cli): stop gateway suspend --wait retries on Ctrl-C and SIGTERM
gateway suspend --wait kept retrying its suspend preparation after SIGINT or SIGTERM, so Ctrl-C didn't stop it. It now stops retrying on the first signal and exits with the conventional status. A prepare that's already running keeps its lease receipt, so an interrupted wait doesn't leave the Gateway in a half-prepared state.
Evidence: built CLI on Node 24.22.1 (20 runs). On main, preparation retries continued after SIGINT (1 to 10) and SIGTERM (1 to 9) with no exit within 2.5 s (twice each); with this change the CLI exited with 130 or 143, made no further prepare call and printed nothing (twice each). Normal completion, a zero-wait busy Gateway and an interrupted in-flight prepare behave correctly on both refs. Details: https://github.com/openclaw/openclaw/pull/186886#issuecomment-6475996158.
