fix(auth): report order update failure after login (#135443) 
Provider login now treats profile-order lock contention as visible partial success.

- The promotion owner returns an explicit binary result.
- Login retains the valid saved credential, leaves order unchanged, and reports a retry action.
- A real SQLite CLI integration test covers the two-store contention boundary.
- Auth storage docs now describe the shared credential owner and agent-local order owner.
