feat: Add Cline support for Railway (#244) 
Implement railway/cline.sh following the standard Railway pattern:
- Install cline via npm
- Inject OPENAI_API_KEY and OPENAI_BASE_URL for OpenRouter compatibility
- Launch with 'cline' command
