feat: Add Amazon Q CLI support for Railway (#239)

Implement railway/amazonq.sh following the standard Railway pattern:
- Install Amazon Q CLI via AWS installer script
- Inject OPENAI_API_KEY and OPENAI_BASE_URL for OpenRouter compatibility
- Launch with 'q chat' command
