feat(macos): enable icloud sync in direct-distribution builds (#5537) 
Developer ID provisioning supports iCloud Documents: the committed
Readest-DeveloperID profile grants the ubiquity container entitlements
and provisions all devices. A config overlay applies the entitlements
and embeds the profile only for direct-distribution builds, keeping
ad-hoc dev builds unsigned-entitlement free.
