Ouroboros	8e6908c940	test: isolate pending effort notes and late-review notifications ... Builder-only effort probes now restore their call-local disclosure state. The late-admission consumer owns its notification queue and verifies the single actual notice, instead of inheriting a closed bus from another test. Retain the canonical attempt with its owner, preserve Presence source through real native startup, and enrich legacy accepted schedules only from their matching retained timing facts. Bind skill resync to its selected receipt root, distinguish projected from recorded terminal observations, and refresh coupled fixtures and inventories.
