fix(plugins): keep unpublished packages bundled until release (#150316) 
Correct the publication declarations introduced by #150291 for Logbook,
Memory Wiki, and 1Password. Both public registries still report all three
packages missing. Mark their existing bundled distribution explicitly so
the publication owner defers them and generated docs stop advertising
unavailable registry installs.

Preserve publication preparation and host compatibility metadata. Keep the
catalog predicate and assertions unchanged; bundled runtime entries and
package artifacts remain included.
