Clarify contractor administration of customer-owned licences

Distinguish independent customer-owned Community, Relay and Pro installations
from provider-owned MSP entitlements so outside IT support alone does not
trigger an MSP requirement. Preserve per-customer subscriptions and the
prohibition on pooling licences across unrelated customers.
