Allow the reviewed TrueNAS poll wait in frozen v6.4.6

Apply only published PR #2375 (ec1c2c9e67) to restored packet 68f8bf20a3. The first-success test exhausted its three-second observation window; preserve every success and summary assertion while allowing twenty seconds. The prior failure and incomplete installation coverage remain adverse evidence; this does not establish host contention or qualification success. No product code, dependencies, metadata or later line changes enter this retry.

Contract-Neutral: Test-only initial-poll observation budget matches reviewed PR #2375 without changing runtime, API or install contracts or weakening success assertions.
