Align v6.4.6 note contracts with its actual maintenance scope

The exact committed metadata check required historical v6.4.2 highlights and internal packet prose for every later prerelease. Keep all common version, rollback, branch, signing, mobile and install metadata assertions, and require the four instructed v6.4.6 user outcomes plus exact driver versions instead. Older packet contracts are unchanged. This is a release preparation contract correction, not removal of product regression or qualification tests.

Contract-Neutral: Release-only v6.4.6 note and changelog assertions replace stale inherited packet-copy assertions; no public install or runtime contract changes.
