## Summary Closes #65156. Update the settings sidebar selection when scrolling through subsections. Allow the final short subsections to scroll into position, and update selection as the next header's surrounding region reaches the top of the content viewport. ## Testing - Built and ran Zed locally on Windows; manually verified by the contributor. - Passed 9 navbar tests and the settings content viewport regression test. - Passed `cargo fmt --package settings_ui -- --check` and `git diff --check`. To reproduce: open Settings, expand Window & Layout, and scroll the content down and back up. Check that the sidebar follows the visible subsection, including Pane Modifiers and Pane Split Direction at the end.
