Save edited buffers before running a task
Introduces a new task field for configuring which buffers are saved. For
now, this defaults to saving all buffers, but in the future we could
have a global task template to configure this setting for dynamically
created tasks.
Needed for #10251.

Post #43854, we are advertising trailing comma support for our asset
`jsonc` files to the JSON LSP. This results in it adding trailing commas
on format of these files. This PR batch updates the formatting for these
files, so they are not spuriously added as part of other PRs that happen
to modify these files

As part of this I refactored the logic that enabled/disabled actions in
the debugger to happen at action registration time instead of using
command palette filters. This allows the menu to grey out actions correctly.

This spawns the runnable task that that's closest to the cursor.
One thing missing right now is that it doesn't find tasks that are
attached to non-outline symbols, such as subtests in Go.

- Added a new reveal option for tasks: `"no_focus"`. If used, the tasks
terminal panel will be opened and shown, but not focused.
- Added a new `editor: spawn nearest task` action that spawns the task
with a run indicator icon nearest to the cursor. It can be configured to
also use a `reveal` strategy. Example:
