Community board automations: ignore case for Track (#65224)

This is only really needed for Track, a custom field that has a
manually-maintained mapping to the area labels on PRs, but it's a cheap
enough operation for the rest of them. Follow-up to
https://github.com/zed-industries/zed/pull/64650
