Necronicle e107728de0 fix(tunnel): force IPv4 for WS to Cloudflare Worker ...

IPv6 to Cloudflare is unstable on some Russian ISPs — causes i/o
timeouts and WS disconnects every few minutes. Force tcp4 for the
tunnel relay connection.
