Ahmed Abushagur e38f4483d6 fix: align cloud defaults with manifest (DO size, Hetzner location) (#2387) ... DO default was s-2vcpu-4gb which isn't available in nyc3, causing 422 errors. Changed to s-2vcpu-2gb to match manifest.json. Also aligned Hetzner default location from nbg1 to fsn1 to match manifest.
