`buildFixScript()` was missing `export LANG='C.UTF-8'` that was added to the canonical `generateEnvConfig()` in commitf93c799d. Users running `spawn fix` would get a `.spawnrc` without the UTF-8 locale export, causing garbled Unicode in agent TUIs — the same regression thatf93c799dfixed for fresh provisioning.
