Ahmed Abushagur 1d61c77d95 fix: batch packer snapshot builds to avoid DO droplet cap (#2642) ... Splits the 8 agents into 2 sequential batches of 4 so we stay under DigitalOcean's concurrent droplet creation limit. Batch 2 waits for batch 1 to finish before starting.
