* feat(cli): Add large pipe frame measurement Add an internal NDJSON message observer for ACP pipe frames and wire qwen serve to record low-sensitive attribution for large frames without changing transport behavior. Document the measurement-only design and cover observer hooks, large-frame classification, rate limiting, and wiring behavior in targeted tests.
