feat(webui): add WebFetchToolCall component for web search/fetch

- Add WebFetchToolCall component to display web fetch and search operations
- Support URL/query display with output card
- Add expand/collapse for long output content
- Export WebFetchToolCall from toolcalls index
- Integrate WebFetchToolCall in ChatViewer component
