Anton Razzhigaev 35b95282e7 fix(v6.74.3): Windows portability of one v6.74.0 guard test 
test_genuine_repo_target_still_blocks built its shell command via an f-string embedding a Windows path (backslashes mangled by shlex) and failed the 3-OS full matrix on windows-latest; the test now passes argv lists. P9 carriers bumped to 6.74.3; changelog row added. No runtime code changes.
