Ouroboros 928fe591d2 release: prepare v6.108.0 
Ship the managed-update redesign, reviewed skill-defined public presence, and durable chat media history merged since v6.107.0. Synchronize all nine release carriers and retain the bounded README history.

Repair GitHub Release creation by omitting the redundant target commit field when the already-published annotated tag is exact-SHA verified before draft creation and again before publication. This avoids the Workflows-write authorization trap without adding a privileged secret or changing release ordering.

Verified on frozen tree 01d29cc92f: complete isolated pytest, focused release and gateway suites, size ratchet and history, carrier parity, Ruff F, diff checks, exact-tree Codex/Fable/Cursor triad, and Fable scope review.
