Semantic resolution of 15 conflicts: escalate 0-6/open-question wording folded into ESCALATE_TOOL_SCHEMA; quiz validation keeps zero-option cards; task_decision uses the shared owner_quiz frame builder; telegram skill 1.2.6 = whole/multi-part card (upstream) + lifecycle follow with per-card lock (TZ-2 B2) + open question without keyboard; Presence terminal stamp kept beside the filtered root post-task predicate.
