Round-1 review findings (astra seat), each pinned two-sided: - On the barrier route an addressed re-ask whose named seat settled as a $0 refusal is an all-unpaid wave, and at the barrier it had already replaced the paid predecessor in the hot index; the next same-spec review then found no paid wave to judge against and could close GREEN over a still-open objection. _last_paid_wave now starts from the newest entry and, when that entry is unpaid, follows its recorded predecessor pointer (bounded) to the paid wave it replaced — the pointer PR1 recorded for exactly this — so the objection stands through the standing-findings seam; an unreadable pointer is a typed source failure. The previous-wave resolution moved to _resolve_previous. - The blocking REVISE_PLAN reminder and its fallback said the work starts when a task-wide rail fires; a rail releases finalization, never implementation, and the text now says so. - The deadline rail claimed no plan review was open for the envelope even when a recorded open wave existed; it now states what this call did (no reviewer dispatched, remaining time) and that any recorded review keeps its state. - The invalid-author-record pin also covers a stop with items and no author record at all; the merge test reads the raw exact artifact (read_wave) instead of the hot-overlaid view. """The mind-facing texts of the answer channel state FACTS in every branch: the open
questions by id, the route an answer takes (recorded at $0, merged by id, the unchanged
envelope asks only the named slots), the escalated question that stays open until its
answer is recorded, and the deadline/cap producers that report state instead of advising
a plan of their own. Each pin fails with the old wording restored."""
