tests: the positive-capture custody pin does not race a 0.2 s slot timeout

CI run 33577803504 (macOS): the slot returns immediately, but the 0.2 s
timeout expired before a loaded runner scheduled the worker, so the caller
observed in_flight where settled was expected. The timeout is not the
property under test; it is 10 s now.
