Validation: 100 focused current-main tests pass, as do targeted types, lint, formatting, docs links, and the unchanged max-lines ratchet. Combined P2 review is scoped-clean. Full coalescing: candidate 9/11; exact unmodified main 5/8, with sustained-forwarded and repeated-conflict cases failing both (different conflict assertions) and an additional short-burst failure only in the control. No deadlines or expectations changed. Synthetic harness proof only; no live Telegram claim.
* refactor(telegram): extract ingress lifecycle test fixtures
Move the existing admission lock into private monitor task helpers and extract core monitor, polling spool, and webhook HTTP fixtures. Preserve synchronous first invocation, FIFO and error behavior, as well as every test definition and its order.
Validation: source-equal extracted bodies, 39 core admission and settlement tests, 22 transport and HTTP fixture tests, targeted types and lint, formatting, line-cap growth and suppression ratchets, and fresh scoped-clean P2 review.

Move the unchanged loopback HTTP helper into the existing test-support directory recognized by runtime boundary checks. Update its sole test import; no helper bodies, test definitions, or production logic change.
