Peter Steinberger a61b5214bc fix(test): load the staged swap target in the update restart fixture ... #158491 moved staged swap target resolution into package-update-swap-target.ts. The finite filesystem-swap fixture compiles an explicit module list and stubs every other import, so the three filesystem swap subtests failed with an unexpected package dependency.
