* fix(codex): queue inference roots at capacity Wait FIFO before starting a turn when its shared inference route has 64 active roots. Remove aborted waiters, reject them on close, and revalidate live ownership when a slot becomes available. Preserve existing turn cleanup and prepared-prefix lifetimes.
