fix: plugin captures accumulate across CLI runs and upgrades (#154324) 
* fix(doctor): reclaim legacy plugin captures during maintenance

Report historical captures across known temporary directories and reclaim
unowned scratch only under Doctor maintenance with no other producer.
Preserve modern custody, current-process changes, and foreign paths, and
print per-directory removal receipts.

Keep idle CLI bootstrap parents identifiable for the process census.

* fix: reclaim plugin captures after CLI commands and on macOS

Retire the executable invocation inventory unless Gateway publication adopted
it, and reclaim remaining process-owned instances during exit. Include default
home temporary storage in Doctor reports and inspect native macOS process facts
without adding native dependencies to the standalone group worker.

Unreadable application bundles remain blockers even with platform signatures.
