improve(browser): show only the current session's tabs in the chat Browser panel (#159891)
* improve(browser): show only the current session's tabs in the chat Browser panel

The chat side-panel Browser listed every tab of the shared browser profile,
so on a Gateway where several sessions drive one managed browser each
session's panel showed every other session's tabs.

browser.request accepts a Gateway-side tabScope. GET /tabs keeps only tabs the
browser plugin's session-tab registry tracks for that session on the resolved
route and profile, plus tabs the session transcript referenced. Tabs opened
from a session's panel are tracked for that session through the browser
tool's existing helper and follow the normal session tab cleanup. The Browser
dock outside chat sessions and dashboards stay unscoped.

* fix(browser): expect session tab scope in panel request assertions

Update exact embedded-panel request assertions for the owning session, including empty referencedTabs on GET /tabs. Preserve the unscoped dock and dashboard contracts.

Include the docs cleanup-contract fix for panel-owned tabs and the accepted upgrade note for previously untracked panel tabs.
