* ci: defer slower runtime tours to release validation Automatic CI repeatedly runs complete integration tours whose primary contracts have retained ordinary coverage. Defer 42 measured files while preserving direct-test edits, canonical configs, and full release selection. Whole-config CLI ownership was not enumerable by the tier filter. Share its canonical inventory without introducing stripes or changing worker policy. Preserve reduced coverage timing identities through parallel worker policy so samples cannot overwrite full release estimates. * fix(ci): share scoped inventory with per-config process planning Keep the upstream per-config process inventory caller on the extracted canonical enumeration owner. * ci: retain login catalog proof in automatic validation The retained auth-refresh tour did not measure faster, and cheaper owner tests do not cover automatic post-login catalog discovery. Keep that proof in ordinary CI; 40 qualified files remain in this release-tier change. * style(ci): format rebased inventory owner imports |
