perf(browser): reduce cold bridge startup and cleanup stalls (#138583)
Load bridge lifecycle through a browser-owned artifact that reexports the
existing owner, instead of loading tool, CLI, service and gateway surfaces.
Move all loopback checks to the canonical SDK export and remove the obsolete
private wrapper and reexport. Keep activation, auth and cleanup ownership.

Follow-up to the async cold bridge activation repair (#138152). Matched
source/native probes verify lower cold artifact and cleanup cost; startup
RSS remains a documented tradeoff. Preserve full runtime-api consumers.
