Peter Steinberger 30e80e790d fix(ci): bound isolated Gateway fixture workers ... Keep the Gateway isolated/database-worker cohort at its existing two-worker budget so cold startup has room within unchanged test deadlines. Preserve former eight-worker complete generations as conservative timing floors without relabeling them as current measurements.
