Stellar鱼 3f4f6cfcd7 fix(agents): stabilize delivery-mode prompt caching (#123624) ... Stabilize cached system-prompt prefixes, message definitions and registered Codex tool placement across delivery modes. Carry current delivery/target policy at the per-turn owner while preserving automatic updates, unavailable-tool restrictions and exact-source finality. Reuse the shared UI presentation helper and preserve existing Copilot and prepared embedded-runtime ownership. Addresses the delivery-mode churn in #95610; broader cache-miss causes remain open. Verified real Gateway/Codex three-turn session, stable request bytes, three deliveries, regenerated snapshots, built SDK caller compatibility and exact-head CI.
