Use atomic comparisons for conditional cleanup, retain the supported older-host deletion path, and join deletion publication before shutdown snapshots pending state. Preserve terminal-event media revocation while SQLite settles. * test(facetime): use the SQLite observation SDK seam * refactor(facetime): keep helper peer decoding private * fix(facetime): recheck capacity after pending dial persistence Revalidate available call capacity after durable pending-dial publication, settle the undispatched intent before rejecting, and retain the incoming call.
