Peter Steinberger 5e91162db5 fix(ci): preserve draft conversions during PR CI sweeps (#138467) ... Respect draft conversions observed by the final PR revalidation before closing and reopening to re-fire CI. Record the existing changed-during-sweep skip without spending the re-fire budget.
