fix(telegram): preserve complete plugin commands in help (#141332) 
Fixes #141331.

Hyphenated plugin commands (e.g. `/active-memory`) in the Telegram `/commands` list now render as code, so Telegram no longer auto-links only `/active`, and pagination edits keep the same HTML formatting as the first page.

Proof: real Telegram Test Server. On main page 6 linked only `/active` (bot-command entity length 7); with this change the full `/active-memory` is a code entity (length 14) and stays so after Previous/Next. Non-hyphenated commands are unchanged. Paginated pages now share page 1's formatter, so they are flush-left like page 1. Before/after screenshots are in the PR. Regression tests fail on main and pass here.
