feat(docker): add image apt package build arg Add OPENCLAW_IMAGE_APT_PACKAGES as the preferred runtime-neutral image build arg for Docker and Podman apt package installs while keeping OPENCLAW_DOCKER_APT_PACKAGES as the legacy fallback.
