clawsweeper[bot] f4e20f806e fix(agents): avoid duplicate Claude CLI skill prompts ... Fix Claude CLI skill prompt handling so native skill plugin materialization is prepared before prompt suppression, with the prompt fallback preserved when plugin args are unavailable.
