perf(logging): reduce Gateway hot-path info log volume (#152080) 
Keep Discord realtime streaming events and routine model-fetch metadata at
debug. Preserve session lifecycle events, slow and non-2xx responses,
transport warnings, and the existing secret egress audit contract.

Document diagnostic controls and verify filtering before metadata access
and transport formatting. Move error summaries to the HTTP error owner
and shrink the corresponding assertion allowance.
