refactor(providers): deslop model-provider plugins fifth pass (#161903) 
Reuse existing SDK owners for provider setup, credential capture, stream envelopes, usage normalization and transition locking. Narrow Google media imports and remove redundant provider forwarding layers. Preserve provider wire, catalog, authentication, usage and retry contracts.
