Peter Steinberger 91bcd2d68a refactor(ui): inline system meter tone selection (#161606) ... Inline the one-caller system-meter tone helper beside the existing clamped value and percentage. Preserve threshold ordering, rendered classes, and accessibility output; shorten one layout comment. Net production LOC: -10; tests unchanged.
