chore(ci): restore agents-root core type graph headroom (#163660) 
The agents-root core tsgo test graph had 705 roots, 15 below the
720-root budget that fails local boundary checks and check-changed.

Move every root-level src/agents/model-*.test.ts(x) test (model catalog,
selection, fallback, auth, runtime-choice, scan, compat, and transport;
67 roots) into agents-other, which already owned the model-catalog and
prepared-model-runtime tests. model-catalog-view.test.ts moves from
agents-tools as well so the model-* rule has no exception;
models-config* stays in agents-root. Result: agents-root 638,
agents-other 635, agents-tools 657.

Pin the new ownership, including the models-config boundary, and
document agents-other and agents-root ownership in runners.md.
