Consolidate script lifecycle, scenario, planner, report, release and
packaging helpers while retaining CLI and publication contracts.
Keep config-boundary source caches within one scan so repeated in-process
checks observe edits. Carry extracted helpers through selective fixtures
and iOS scope routing. Leave PR tooling and its library import closure intact.

Let keyboard help hand New Session to the existing action after releasing its modal. Restore navigation-drawer focus only when a drawer was actually open, preserving warm draft focus and existing modal guards.

Reuse the existing four-flag Node compiler-policy owner across every SQLite reliability subprocess. Keep the test entrypoint on the canonical Node invocation and verify actual descendants retain its selected policy without changing snapshot, crash, restore, cleanup, or timeout requirements.
