fix(release): resolve npm resume helper from the harness

The release verifier imports npm resume after bd058c2d99. Its bare
normalization alias fails when the verifier runs from a separate workspace
without the source checkout's tsconfig paths.

Resolve the same canonical helper relative to the script, matching the
verifier's existing normalization imports. Keep all acceptance assertions.
