fix(test): route bootstrap state consumers through host broker

6c1e1667bd moved existing canonical workspace snapshot reads and
conditional alias registration into the shared-state worker. Embedded
bootstrap preparation and session reset prompt tests still ran in Vitest
threads, which the host-only SQLite broker correctly refuses.

Add both suites to the canonical database-worker inventory consumed by
the fork-based infra owner and CI planner. Extend the existing ownership
regression with both required consumers and auto-reply exclusion coverage.
Keep product behavior and all existing runtime assertions unchanged.

On pinned main 3df4459de8, the suites reproduced 4/4 and 6/8 failures
with the exact host-broker refusal. After routing, they pass 4/4 and 8/8.
The extended ownership assertion fails before the inventory fix; all 115
planner tests and 50 bootstrap sibling tests pass afterward. Changed-scope
checks and independent P0 review pass. Main 6b2af49f71 has no duplicate
fix in the relevant paths. Production delta: zero; test/support: +6 lines.

Test cost: node scripts/run-vitest.mjs <file> --maxWorkers=1 wall times: attempt-bootstrap-prepare.test.ts 326.31s (cold build); session-reset-prompt.test.ts 146.74s; ci-node-test-plan.test.ts 427.46s; bootstrap-files.test.ts 486.50s, on the loaded macOS host.
