test(e2e): align survivor startup budget expectations

The upgrade-survivor readiness default moved from 90 to 300 seconds, but three existing helper assertions still expected 90. Keep them aligned with the runner; forwarding, overrides, and explicit timeout behavior stay covered.

Reproduced the original failing case on main. Validation: 350 tests across the helper and startup-budget suites passed in 59.06 seconds, plus scoped lint, formatting, and independent review.
