fix(tooling): declare tsx CLI shim exports

Add the adjacent typed module contract for the five runtime exports and child-process options. This fixes TS7016 when the UI typecheck follows the shared Vitest configuration into resolveTsxImport without changing runtime behavior.

Verified the exact pnpm tsgo:ui failure before the declaration and success afterward. Formatting, diff checks, and independent review through P2 pass.
