test(windows): use the native cold budget for OpenSSH admission

The real PowerShell admission fixture can hit its private ten-second process limit before completing its descriptor table. Reuse the existing Windows PowerShell cold-spawn allowance, as other native fixtures do, while preserving all installation, ACL, identity, and output assertions.

Production inspection budgets are unchanged. Matching Windows controls retained the original timeout failures; native receiving proof is required before landing this fixture correction.
