fix(test): prevent cold Moonshot catalog timeouts (#150017)

Prepare manifest metadata through the shared plugin test fixture before Moonshot and Qwen catalog assertions. Reject Jiti loads in these cases so build-less CI does not spend the case deadline loading a second core graph.
