test(ci): raise the Windows shard budget to 428s after the long-path identity regression (#162463)

#162332 registered the Windows long-path identity regression, pushing every predicted Windows shard to 428s against the 427s cap in test/scripts/ci-windows-test-plan.test.ts. Tiny budget bump (0.2%) per the standing rule; placement and coverage assertions unchanged.
