Sukchan Lee 7211b07f5a sbi: add HTTP body size limit in nghttp2 server 
Enforce a 256MB maximum payload size in
on_data_chunk_recv() to prevent excessive memory allocation
from large HTTP/2 DATA frames.

Requests exceeding the limit are rejected with HTTP 413,
and allocation failures return HTTP 503.

This mitigates large payload DoS conditions.
